Enlight said that it plans to shoot up to 100 films and TV drama productions at the facility, named Chinese Movie World, within five years of its opening.
Backlots are said to include a Chinese martial arts area, a magical world, and a Chinese fairy tale world. These filming locations will double as tourist attractions.
Construction of the site is to start in 2015.
Enlight also said at the festival that it agreed a joint venture with the Chinese entrepreneur Bruno Wu's Seven Stars Entertainment & Media.
Seven Stars is reportedly moving a couple of its existing movie properties (both in production and in distribution) into the joint venture.
