New York and Vancouver claimed distant second and third places with 28 and 25 pilots respectively, according to the figures from FilmLA.
Hosting a pilot does not necessarily mean the full series will film in the same place, but California’s boosted filming incentive programme now focuses on supporting TV shoots.
A separate FilmLA report published last month showed that pilot production in Los Angeles in the second quarter of this year rose by an impressive 90%, although fewer than one in five got tax credit support from the state.
This week California awarded incentive support of nearly $20m to the Disney movie A Wrinkle in Time, to be directed by Ava DuVernay with Oprah Winfrey starring.
New Mexico remains California’s biggest regional rival and is the more popular choice for big-budget film and TV production. The state hosted more than 60 separate shoots in the last financial year and direct spending rose by nearly $100m.
